The Columbia Basin Water Transactions Program works with qualified local and state program partners who join with irrigation districts, landowners, producers and others on projects to enhance stream flows.
Program partners – called "Qualified Local Entities" or "QLEs" – are eligible to submit a proposal for funding. Others who are interested in water transactions should work with one of these QLEs:
