2002 Qualified Local Entities

Several Program Partners – called "Qualified Local Entities" or "QLEs" – are currently eligible to link with irrigation districts, landowners and producers in their communities across the Columbia Basin to help put water in streams. NFWF may issue a request to qualify additional entities in the future. In the meantime, interested agencies, groups and individuals should work through one of the following QLEs to submit a proposal for funding:

  • Clark Fork Coalition (CFC)
  • Deschutes River Conservancy (DRC)
  • Idaho Department of Water Resources (IDWR)
  • Montana DNRC Water Resources Division (MTWRD)
  • Oregon Water Resources Department (OWRD)
  • The Freshwater Trust (TFT)
  • Trout Unlimited - Washington Water Project (TU-WWP)
  • Trout Unlimited-MT Water Project (TU-MWP)
  • Walla Walla Watershed Management Partnership (WWWMP)
  • Washington Department of Ecology (Ecology)
  • Washington Water Trust (WWT)




  • How to Apply for Water Transaction Funds

    QLEs are welcome to submit proposals for water transactions at any time to the Foundation. The criteria approved by the Technical Steering Committee in Section 1 below should be considered in developing the transaction proposal. A checklist has been included in Section 2 for QLEs to use in submitting a transaction proposal. It would be helpful to NFWF if the QLE included a specific cover letter to the proposal that addresses the information in the checklist, especially if there are criteria that cannot be met due to site-specific circumstances.     Section 3: NEPA Checklist for QLEs. All transactions funded through the CBWTP must be reviewed for compliance with the principles of the National Environmental Policy Act and other applicable laws. In order to meet these requirements, each QLE as part of their water transaction proposal must complete the following Environmental Checklist.

    How to Become a Program Partner

    NFWF may periodically issue a request for qualifications of local entities wanting to participate in the program. Potential QLEs should be well positioned to develop and implement innovative projects and transactional strategies to increase tributary flows in the Columbia Basin, while accommodating any applicable legal, economic, and social issues.

    For general requests, NFWF would invite state agencies, tribes, water trusts, water districts, watershed councils, irrigation districts, and other interested parties to respond for consideration as local entities. NFWF may also issue a limited request for qualifications targeted to a particular group of stakeholders.
