The Oregon Water Resources Department (OWRD) is the water resources agency for the state of Oregon. As a state water resources agency, the OWRD is uniquely poised to create new strategies that result in increased flows within Oregon's Columbia River tributaries. The OWRD encourages voluntary efforts by water users to preserve and enhance stream flows and ensures that the use of water is consistent with state water law and the terms and conditions of water rights.
